53、All Chinese Legal Citizens Should Have the Ownership of State-owned Assets
State-owned assets are also known as assets of ownership by the whole people.
What do the whole people mean? That means all Chinese people are the 1.3 billion Chinese people.
State-owned assets should be the assets that 1.3 billion Chinese people jointly owned, only if can be called state-owned or whole people owned.
Whether the people work in foreign-funded enterprise belong to national people or not, whether people in retail belong to national people or not, whether people in private enterprise belong to national people or not, all of them are national people who should have ownership of all state-owned assets. This is socialism, legitimate truth, and justice.
We have ownership does not mean we have the ability to exercise this sacred power. Because the legal rights we have is only 13 billionth a $10 million factory that everyone should have the ownership of only 7 cents. That is 1.3 billion people to be divided by 10 million, each people has a small part.
So individuals cannot exercise ownership of the factory.
Similarly, all employees of the factory should have 7 cents of the ownership, so they can’t be entitled to exercise ownership of the state-owned enterprises.
So who can be entitled to exercise ownership of the state-owned enterprises? The people who represent the interests of 1.3 billion Chinese people could be entitled to exercise ownership of state-owned enterprises. Only the central government led by Communist parties can represent the fundamental interests of the 1.3 billion Chinese people. Even local governments do not have this power. Local government can only represent the local people, but cannot represent the 1.3 billion Chinese people. Therefore, the local government has no right to exercise ownership of state-owned enterprises.
Local governments have no ownership and employees of state-owned enterprises should not have the ownership of state-owned enterprises. The people who are secretly against this power that he could plunder the fundamental interests of the country’s 13 million people. Whether corrupt officials or employees want to carve up the state-owned enterprises is to plunder the property of all Chinese people.
But the Chinese people, from the common people to the government officials, could not understand the power they have and the role the central government should play. That is why state-owned enterprises have no owner. That is because the national consciousness is weak, neglected, and absurd.
Initial stages for reform and opening-up, the majority Chinese considered the staffs in state-owned enterprise deserved possess its ownership. The state-owned enterprises owned by the people who hold power not only harm the interests of the state, but also harm the interests of the 1.3 billion Chinese people. Minority people embezzle state-owned enterprises that results to misappropriation of property of all Chinese people. It is absolutely intolerable. No matter if officials or employees, no one has the right to privately sell state-owned assets and turn public property into private property.
To sell state-owned assets privately without authorisation of the central government is illegal, infringement, and theft.
State-owned assets can be managed by a central government, used for repair of bridges and roads, development of education, national defence, labour, and social security, and the ultimate beneficiary is the 1.3 billion Chinese people. State-owned assets fall into the pockets of individuals, just good for a few spoils people, but no advantage for 1.3 billion Chinese people.
Therefore, I appeal to the 1.3 billion Chinese people’s conscience that protection of state-owned assets is to protect your own assets. Any people for any reason, misappropriation of state assets are criminal. Include the employees of state-owned enterprises.
The fundamental rights of Chinese people have not been properly maintained at present, in the condition that trampled by others, this is not wrong, but the people on how to protect their most precious right, different people make out of different prescriptions.
1. Mainstream economists believe that the state-owned enterprises need privatisation and to find a true master.
2. For bourgeois democratic innovationists, they propose a multi-party rule as the best way to safeguard their fundamental rights.
3. Of course, there are conservatives to maintain the Communist Party. They think first of all to maintain the leadership of the Communist Party, on this basis, to make appropriate reforms to safeguard the people’s interests and national interests.
China is in the most chaotic thinking period since founded.
I believe that these theories of China are not all errors, and all of them take a part for the whole, just grab one aspect but not grasp the essence of the problem.
What is the fundamental reason for Chinese people’s fundamental rights to have been violated?
Currently, communists cannot make good use of the communist theory. At first, they use false thought thinking that communist is egalitarianism and commune populaire. After experiencing setbacks, instead of the capitalist economic theory to build the nation—MBO—they used the feudal separatist social resources management.
Communism is the advanced theory like a precious gharry, but communists don’t know how to use it well, so they use it to carry dung.
People with blood and life exchange the socialist state system, a precious gharry. In China, use it to carry dung and bash with a hammer. Because no one really knows communism and the people who really understand communism hasn’t let it running.
What are the basic rights of the Chinese people? The socialist system is different from capitalist system. The fundamental rights and concept are also different.
I think that the largest national ownership rights by people are holding all state-owned assets at present.
Currently, the typical capitalist roaders is MBO; they take the reason of equalitarianism failure to crazy slander the state capital, want to completely transform it, dig out the final socialism building block for China to finally turn into capitalism, so to make them satisfied.
On the other hand, the Communist Party conservatives holding national executive powers, but know nothing about the economy, let the capitalist roaders dig up the final block of socialism, the cornerstone of socialism. But they are helpless, even worse, in collusion with capitalist roaders’ concerted efforts of digging socialist foundation and the sweat of the people.
This is the severe violations and disregard for the basic rights of the people. It is the truth of people becoming untouchables.
I have to wake the common people up, to keep the cornerstone of people’s basic interests. Down with the capitalist roaders, clean up the scum of the party, and safeguard the people’s interests. But now the central government has done it, MBO has been halted, and meanwhile the garbage in the party has gradually been cleared. So the state is out of the morass.
Now if you ask all the Chinese people, ‘Do the people who pick up litter and the street vendor of China have the ownership of state-owned enterprises?’ I estimate that 90% of the people would say no; there is another 10% of the people who would think I was crazy. How serious is the ignorance of Chinese people? They are confused what their greatest rights are.
People often say that Chinese people are not united, in fact, every Chinese person has a certain capital at birth.
The problem is that because the Chinese people are not united, this right is infringed by power. State capital assigned to each person is actually a great fortune. Why do we not have any sense? Because the capital present with the form of national investment cannot be free to split. In principle, we can only get dividends but cannot be required to withdraw capital.
What is a dividend? That is in the case of all state-owned enterprises’ profit; each of us has the right to benefit.
But the state-owned enterprises have been violated and lost money before, so there is no dividends for an unprofitable firm—not merely without dividends but also need to repay a debt.
For these years, the state established the SASAC, improving efficiency of state-owned enterprises to make state-owned enterprises have a certain profit. The central government took money contributions from Western development, exempting agricultural tax, which eliminated the tuition and books for farmers who have difficulties to go to school. This is the implementation of people’s ownership. Although far from our goals, this is a good start.
State-owned enterprises and capitalist enterprise are essentially different; the most essential difference is that capitalists consume a large amount of surplus value. However, the residual value of state-owned enterprises is entirely back to the people.
Why did state-owned enterprises fail in early days of new China? That was because we did not have clear property rights. What is the proper ownership of state-owned enterprises? Look at the two types of errors of understanding on ownership.
1. State-owned enterprises belong to the nation, not me.
The idea is simple: literally understand ‘state-owned’.
State-owned, of course, belongs to the nation, not our home.
2. The state-owned enterprises belong to all workers of the factory.
This idea also has a theoretical basis. Workers are masters of the country. Right of the state belongs to the people, and the company’s highest authority is the congress of workers and staff. As long as the employee congress passed, we can deal with the assets of state-owned enterprises.
The correct assets ownership is to get the average division of factory into 13 million parts, with each Chinese person has an ownership. In this sense, unless the 1.3 billion people agree with a resolution at the same time, it would take effect. In practice, this is impossible.
Therefore, we need a special organisation that must be fully able to represent the common interests of the 1.3 billion Chinese people, 1.3 billion people to put their ownership entrusted to the organisation. This organisation will be able to exercise the legitimate ownership of the state-owned enterprises.
Looking at the whole world, only the Chinese Communist Party has the qualification to take on this important mission.
